Hardy Hibiscus - help

I have 4 hardy hibiscus planted last year, spring time.

They grew fine.

2 have started rebudding this spring. 2 have not.

Other than waiting and warm weather, anything else to get these to bud?

One of the budding ones has about 10 buds, some of the shoots already are 3-4" long. They other only has 2 at this time, but they are small.

How many buds should I let grow?

If I let all these buds grow I would assume this would make for a straggly thin plant?

Any ideas?

Mine often don't show up until late May, and I'm in a warmer zone than you. They'll send up shoots when it's warm enough.

Can anyone tell me about the healthy number of shoots a hardly hibiscus should have, or I should make it have?

I would link 3-4 would be better than 10 spindly ones.
Does anyone cut back the number of shoots?

I would think 3 or 4 shoots would be more than enough. I often only allow 1 or 2 then pinch the top before it is a foot high and again before those two become a foot long. then you will have a much more controlled growth and more branches to derive more flower buds from.
