What's the proper way to deadhead my hib after the blooms fade? I have the hardy kind.....

There's a small bump along the stem about 1/4 to 1 inch down from the flower. The flower will snap easily off in your hand at this spot.

Can you deadhead the whole flower stem or just where the 'bump' is?

I just deadhead where the "bump" is because it seems to snap off naturally that way. Just my opinion.

I just pull the dead flower off and leave the rest if you want seed pods, pulling the stem destroys the pods too.
