Burrowing flies? What are these?

I noticed a large amount of small holes popping up in my raised beds over the last few weeks and I was just wondering if anybody could help me identify these guys?

I am wondering if those could be Cluster flies? I looked for flies that have overlapping wings - not a common thing. I've seen holes like those, and I KNOW I have seen flies (or whatever they are) like them. I used insecticidal soap to get rid of them. I just sprayed it in the hole and any that were around.
