What are these black beeltes on my lemon tree?

I noticed the other day that the blossoms on my meyer lemon tree are filled with these tiny, thin, hard beetles. The almost look like like hard, black maggots and they are just in the blossoms with their tails sticking out. Any ideas?

Any chance of pictures? Not all beetles, small or large, are troublemakers.

Maybe ordinary flower thrips?

Maybe thrips. What are they doing? Are they causing damage to the blossoms?

Perhaps flower beetles? If so, not a problem.
Need pictures, please, even if very small creatures.

Here's several of them on a blossom. They usually are all inside, head 1st with their tails out, in a circle around the center.

Appear to be sap beetles, aka picnic beetles. Usually a "problem" with over-ripe fruits, or oozing sap. In your case, perhaps feeding on flower nectar?
