stunted hydrangea

Not sure if it needs transplanted, divided or if it was the cold winter that stunted growth this year. Usually it is 2-3 times bigger than this. It's on the north side of house, mostly morning sun. A variegated lacecap, actually I've forgotten the full name. and it is about 5 years old...Any suggestions what I need to do?

looks like winter die-back....try to protect the stems this winter with dried leaves mounded up around the canes.

So it was winter that was a little harsh that may have stunted it? I had been cutting it back every year but wasnt sure if I should have it cut it back as it had buds on it, so I left it. That is for blooms the following year??? It filled in nice n tall with beautiful leaves and just a few buds before, that bloomed. Thank you much Ian!
