When to plant rhizomes?

Hi~ I am in zone 6, Tennessee. I have certain areas of my yard that are sloped, and the soil is very rocky. When I sodded the back, the sod died off in this area. I have been clearing all of the rocks that I can get up, and was going to have some top soil delivered and plant grass seeds there. Its not a real big area, maybe 3'x6'. Then I thought, well why not plant something prettier than grass? So I thought that irises may do well in this area. Is this something that I should plant in the fall or should I wait untill next spring in my area?

Work up the area now for planting in mid September.
