Quack Grass in My Lillies

I can't pull the quack grass out of my garden, there is so much of it! Can I cut my lily's foliage to the ground, and proceed to weed the grass out? Or should I wait for fall, or do it in the early spring?

Any suggestions would be appreciated.

You can cut the foliage when it is dry and brown (late summer or fall) and proceed with weeding.
