they will be wringing their hands soon!" (unsure about the order of the words) Declared Sir Robert Walpole - Britain's Prime Minister - as The War of Jenkins' Ear. started in 1739. And the quote has been invoked about the Afghanistan conflict and maybe all other conflicts; if not, it ought to be.

And here is a headline in the NY Times (Jan. 16, 1991):

CONFRONTATION IN THE GULF: War Supplies; Somber Workers Press to Fill A Rush Order for Body Bags.

"War is not a game"; and we should condemn "the casualness with which some of these folks talk about war,"

Jenkins Ear eventually enveloped most of Europe as 1 war ran into another. Sort of Like Iraq 1 & 2 & Afghanistan possibly rolling over into IRAN.
Prime Minister Walpole didn't want a war with Spain the last straw was Jenkins presenting his ear which had been severed by a Spanish boarding party.
Walpole laments that "they are ringing their bells soon they will be wringing their hands".

Lot of Hapsburg history rolled in on this one too including the Pragmatic sanction.
