Tiny white bugs, peeling bark.

So, bark is still peeling off of my maple. Extension Agent says it's a borer, but today when I peeled off some rotten wood--tiny white/gray bugs scurried away.

I have been googling for an hour, can't find anything similar...any ideas/??

I think my tree is toast.

Tiny things may be secondary.
Did you take samples of both original damage and tiny things to Extension person? If not, please do.

If it is, the tiny white things are likely normal -- many critters live under loose bark.
