Maple Leaves with holes

I am starting to see my young maple tree having holes on the leaves. However I do not see any insects on the any part of the tree. Is there any other reason that the leaves could have holes other than insects?

Likely those holes were initiated some time ago. Then, as the developing leaves expanded, the holes enlarged without the help of any critters.
