fungus on branches?

found this on the tree yesterday. several branches are covered with it. it brakes off easily and is wet on the inside. can anyone tell me what it is , if its dangerous for the tree and how to treat it. thank you

Questions for you:

1. Can you easily lift the white stuff off the branch with a thumbnail? If so, likely a wax scale (insect); remove all and watch for more.

2. Is the white stuff stuck to the wood and appear to come out of the branch? If so, likely the white is a fungus that is growing from wood which was already dead.

yes, they easily come off. and no those brencheres are not dead .
