Plant ID please??

This seems to be a wild flower but am unsure. Anyone know what this plant is? It's leaves are beautiful and it is beginning to get a black purplish flower I belive.

This plant is Federally protected in some locations. Nice find, and keep its location quiet. There are scoundrel plant thieves everywhere.
