Shrub Branches dying

I hope this is the correct place to post.

I have a shrub that has major branches dying off. I'm not sure what type of shrub it is. How do I figure out what is killing it? Neighbor suggested chipmunks, but searching around I haven't seen anything about chipmunks being able to destroy a good sized shrub. How to determine what is wrong? Take the picture to a local nursery? Thanks

Is the green part of the same shrub? Is it a red leaved shrub?
Is there a lot of water in this area (soil too wet?).
