Fox Farm Happy Frog Soil Conditioner

I am guilty of buying 2 very large bags of this product, an acquaintance raved about it and uses it as a soil amendment. I have a very small urban flower garden with some perrenials but mostly annuals like zinnia, stock and snapdragons. I grow a few tomatoes and eggplants in containers and I have a small raised bed with a bunch of herbs in it. Can I use this stuff as mulch? I amended the soil last year and I've been adding compost as I plant so I'm afraid I might kill my plants with too many nutrients.

It looks like the bulk of the ingredients are composted plant remains (forest humus) - I don't see why you couldn't top dress with it.
