Is it an insect or hosta fairy playing darts???

Can anyone help identify what could be embedded on the underside of this hosta and please don't say that the hosta fairies are playing hosta darts. The hosta is located in a barrel with others, beneath a pine tree and appears to be attracted to thicker leaf types. On the outside it looks like plant material but when pulled apart I can see squishy stuff some sort of insect in development . The only evidence they leave behind are tiny little holes.

Any idea what this is?

Just a guess, but that may be a dead bud and needles caused by a pine shoot borer. That may explain the "squishy stuff" inside. Would need better close-ups to be sure.


Edit: May also be bagworms getting started.
