What is this bug

Something is eating my sunflower seedlings. I found a lot of these around the area. Could this be the culprit?

usually it is some kind of larvae (worm, caterpillar) or slug eating plants. I don't know what your bug is.

It looks to me like a braconid wasp; those are generally beneficial and feed on pests.
