Growing over compost pile?

I started a large compost pile at the beginning of last summer. i made a large bin out of pallets and it is almost full now. there is about a foot of space left, maybe a couple inches more. i am planning on covering the pile with several layers of newspaper and then filling the top in with garden soil and planting it. most of the compost has been in there over winter and has already shrunken down(it was over full) just wondering if this is going to work or not. has anyone grown like this before?

In order for a compost pile to work it must be aerated occasionally. Otherwise it will compact and stop working.

Go ahead if you want to but you won't have a working compost pile. It would just be a raised bed
