Picea abies. 'Pendula'. AKA Weeping Norway Spruce.
Cost depends on size and where you buy it. Gardengal48 and bboy would have a good idea.

Picea abies 'Reflexa'. Frequently offered (as 'Pendula'), should be able to find it making some phone calls or looking on the internet.

Cultivar name appears to refer to the way branches bend down and then up, a characteristic more or less specific to this particular selection.
