when to plant broccoli seedlings outside

I have broccoli seedlings growing inside right now and am wondering when I can safely plant them outside. I live near south central PA. Thanks for any help.

I always put out strong 4-6" store bought plants at the opening weekend of trout which is a week later this year for some reason. They seem to handle the cold nights at that stage. This year I am growing from seed in a hot box. Planted the seeds a week ago. No sprouts yet.

I planted some of my small seedling out around the last half of March, I also put seeds in at the same time. The seeds are comming up very nice. My plants I put out are surviving but not growing well. I planted a few mor seeding last week. Actually pretty nice plants now and they are doing great. I usually put out broccoli around April 1st and they do great. But this year I was on vacation over April 1 so I tried planting earlier, and later. Earlier stuff is growing but not as vigorous as if I would have waited another week or so.
