Question about peony eyes/stems

I'm just wondering about eyes/stems. Does "three eyes" mean you're going to get three stems? In other words, how many stems can grow from each eye? I'm just wondering because my peony package said "2-3 eyes", but when I examined one of my roots, there are no eyes but about 6 stems with little leaves. Thanks for any help! I'm newbie and I have so many questions...:)

Those stems come from the eyes. Sometimes a stem will sprout from the rhizome, although an obvious eye wasn't visible earlier on.

The eyes on peonies resemble potato eyes but they are reddish pink instead of white.
