tree peony wilting

Greetings from southern Maine, I have an 8 year old tree peony which is in bud now, but a few of its shoots are totally wilted. I believe this is a fungus? I cut off the wilted branches, but what else do I need to do? Thank you.

Has it received enough water?
The buds on one of our tps drooped, but straightened when plant was watered.
