unknown plant--may be tree peony

I may not be doing this right, but I'm sure someone will let me know...

I posted a picture on the gallery of a plant that I think is a peony. I was told it was a tree peony when it was given to me. It has never bloomed, so I just am curious as to whether it is a peony, or if I have been cultivating a weed of some type.

I'm not sure how to link to it from here, so the title of the post in the gallery is "peony maybe?". Could someone take a look and tell me if it is a peony, please? If it is, I assume I should dig it up this fall and replant it not so deeply so it will bloom next year.

If it dies back to ground level each year, it is a herbaceous peony.

If it dies back to woody stems each year, it is a tree peony.

Where is the gallery so I can check the picture out?

I'm not familiar with this feature of the garden web website.
