Can I cut back peonies now in my zone -6a-7b Virginia?

Can I cut back peonies now in my zone (6a-7b Virginia) without lousing up next year's bloom? They are really mildewed & some brown spots on leaves.

yes but dispose of all cut folage into plastic bag and into garbage to avoid disease
