Cocoon pest killing lilypilly and maple trees

I am hoping someone can identify the insect that is killing my lilypilly and maple tree. These cocoons are appearing all over them, and the surrounding areas of the plants are quickly dying.

If someone can let me know what they might be and how to deal with them it would be appreciated. I will upload a couple more photos. :)

I had thought that Australia had, like the US does, something like a Cooperative Extension Service that could aid gardeners in identifying and curing problems. I do know there are botanic gardens that might be of some help.
