Sticky Insects on Plumeria

Several of my plumeria plants, but not all, have sticky white blotches on the UPPER side of the leaves. Almost like pitch from a pine tree, but I suspect it is an insect. Does anyone know what they are and how to get rid of them? I also have deformed keaves.
