What is this???

My Husband found a small egg shaped cocoon that is brown in color with a grey or tan ring around the middle (sort of Easter Egg like). The insect inside is popping the shell causing the cocoon to jump and spin around. It's not a 'Mexican Jumping Bean', that much I do know. My Husband discovered it at the trunk of a tree when it literally popped up out of the ground. Can anyone identify?

Was this at the base of an oak? You might google "jumping oak gall" if so. We have them here in KS, usually on and near bur oak.
