Disease or pests on Alberta Spruce

I planted 2 Dwarf Alberta Spruce about a month ago, and they appear to be doing well, except for a white powdery substance that has appears at the very top. I've attached some photos.

Can anyone identify the problem? None of the other shrubs or plants surrounding them exhibit this.

wholly aphids....

blast them off with the hose ... spray as hard as you can from all directions.. obviously not so hard that you knock off the buds ...

reduce the population by 99% .. and avoid the chemicals...

we will use those later if the infestation cant be washed off ..
