Green Mold Attacking Tree/Bush Branches

There's some kind of green-blue scaly looking mold attacking the red maples and lilac bushes in my yard. It covers the branches and eventually kills them. What is this stuff and what can I do about it? I already had to take down one of my red maples and I'm worried that the lovely lilacs by our bedroom window are going to die next :(

That blue/green scaly looking stuff is lichens and the growth of it on the bark of trees and shrubs is normal. The lichens are not the reason branches are dying.

Lichens tend to grow to slowly growing plants. Lilacs have various problems which kill stems.
