Milkweed bug. Won't hurt your plants unless of course you grow milkweed on purpose. There is a milkweed assassin bug that is more beneficial for eating pests. Its the same coloring but a little different.

my wife raises and releases Monarch butterflies which lay eggs on our milkweed so we have many of these milkweed bugs. They do not bother my plumerias but love the seed pods of the milkweed plant. They are crushed around here.
