Insect Identification/Infestation

Hi All,

I've been hit with a new insect infestation recently and seem to have stumped my crew over in the Hot Pepper forum. These peppers are planted outside garden-style, with a few other plants, but these insects (and others) only seem to be attracted to this one. I found these guys in other parts of the plant, but in the pics below is where it was most severe. There were many ants to be found around this infestation, they were really enjoying it.

Any ideas?

What are they doing to the plant?
Sucking? Chewing? Or what?

How is the plant reacting?
Wilting? Falling down? Or what?

How many critters are present?
Several or 100s?

How many plants are affected?
If only one, remove it from the growing area.

I suspect it to be chewing as I don't know what sucking would look like and it seems to have un evened the surface of the plant.

Plant doesn't seem to be reacting at all.

Probably found 25-30 total (plant is over 2 ft. tall)

Really? Its the only one out of three with the issue...
