cobwebby stuff and tiny white bugs on my peach tree

I have a 3 year old peach fan growing in my green house. It has set fruit this year and is generally healthy apart from the tips of the top most branches. The leaves have a fine coating of delecate web like material and within the webs there are numerous tiny white bugs. The affected leaves are becoming very pale yellow and mottled and starting to drop off leaving bare twigs.
I have sprayed twice now with a systemic incecticide bayer bug clear ultra but the little "buggers" still persist.

any ideas anyone

Get some of the things down and take a picture!
Pests are much easier to identify if we can see what they look like.

Ditto to what Jack says about a picture. Is your systemic pesticide labeled for edible crops?
