green and black striped beetle

My basil and several garden plants have minute black spots on their leaves. I have found a lime green and black striped insect which resembles a beetle around these plants. Something is destroying my garden and as I am a novice I have not a clue what to do.

Any advice will be much appreciated.

It sounds like a four lined plant bug. They are usually yellow and black, but they can be bright green and black. Control by hand picking or using insecticidal soap.
