Plumeria stenopetala leaf problems

Hello everyone! I have a Plumeria stenopetala that's just breaking dormancy but the leaves are looking terrible. I'll post photos below. Looks like some sort of fungus or rot. The leaves will get black and soft and then dry up. Happens anywhere with injury. Any thoughts on treatment or just see what happens as more leaves emerge? Thanks!

It would seem to be damage to the leaf very early on or while it was starting to open. Maybe insect or maybe a cold day stunted it some. If the next generation of leaves continues then I would say treat for insects.
