If a sago plam is cut in half will the half with no roots re-root if I put in water or soil?

not likely... sage palm cut in half is usually a dead sago palm...

Nope, sorry, cycads cant reproduce by puping. This method occasionally works well for tree ferns, but that's about the closest you can get to a cycad that will root with cuttings. Most cycads are best reproduced not by seeds but by pups.
