What is this beautiful, tall, whispy plant?

I spotted this plant at a neighborhood entrance. It apprears to be a perennial as you can see previous years growth. Would love this as a clumping plant in an area of my yard we need something tall for privacy. The delicate, whispy texture is very interesting.

Yes it is. It shows upright in my preview which is odd.

Yeah, that is what my daughter always tells me, when she sends me "upside down" pictures. LOL

Must be an ipad thing.

Since you said that I pulled the message up on my desktop, and sure enough, upside down, but if I look at it on my ipad, it appropriately has "gravity". Hmmm.... sure is an ipad thing, I have a love/hate relationship with apple.
