bug on tomato plant

Can anyone tell me what this bug is? At first I thought it was bird poop, but the next night it was on a different leaf. Should I pick it off? It does not appear to be eating the leaves at all.

tortoise bug. Quite a number of people are posting what's-this images of them this year.

I did a little more research on this bug after seeing your answer. Specifically, it is called a clavate tortoise beetle. It likes to eat the leaves of plants from the nightshade family, boring through them from the bottom creating little holes.

After looking more closely at the tomato plant it was on, I did see a few holes, so unfortunately, he had to go. Glad I got him off before he did more damage!
