Black Spot Fungus on Mums

I never had an issue with Black Spot inside my garden. However, this year one of my Mums I bought last year is being attacked by Black Spot and another Mum next to is starting to suffer from Black Spot as well. I been taking off the diseased leaves and spraying the plants with Neem Oil but I don't see any difference. Should I get rid of the plants, use a different pesticide/fungicide, remove 1ft of soil from the garden where those plants are and replace it with compost. So does Black Spot live in the plant or does it live in the soil, also are Latanas resistant to Black Spot? Please help...I don't think I'll have anymore foliage on my Mums by the time fall comes around.
