Caryopteris or 'Bluebeard' Fungal Infection?

I have multiple Caryopteris "First Choice" planted along my driveway. A couple of them have their new growth showing some really odd mutated behavior. The new growth is twisted, swollen and covered in bumps, what in the world is it? A type of Fungal/Canker infection? I've uploaded the best image I could get with my phone.

Very fuzzy picture, so much so that it's difficult to see other than a brown color.

Have you tried scraping it/them off with a fingernail. I ask because that might be a raging case of scale. That said, please don't spray until the true ID is determined.
