Japanese Beetle Damage?

This is a wisteria plant. I'm pretty sure the lacing is from Japanese beetles since I've seen them on the plant but what are the other white marks from?

Maybe galls. The plant's response to insect damage. Do the white marks look like growths on the leaves?

Yes, they look like they sit on top of the leaf.
