Zinnia Problem

Hi! Can anyone here identify this problem with my zinnia? It seems to produce plenty of clustering foliage, but there is no stem growth.

I have a few pictures, if that helps.

Thanks for any help you could give me!

when did you plant it?
Perhaps it hasn't been in the garden long enough?
Or you're pinching it to make it bushier?
