Fungus on my White Pine

I discovered a white fungus on the trunk of my Weeping White Pine. I have not touched it. Can anyone advise what may be the cause and treatment. The tree is 16 years old and, is sick

Possibly scale. There is a common scale that infests the Eastern White Pine as well as many other pines and spruces.
