Difficult problem, would love your suggestions!

We live in a beautiful neighborhood with 1 to 3 acre lots. The drainage ditches are a problem for everyone! The ditch is very large and steep on our property. It is difficult and time consuming to mow, and a little dangerous. Also, it cannot be mowed in wet weather.

I want to kill all the grass (and weeds) by covering it with a pond liner (piece by piece), then plant something that will attract honey bees and butterflies (and will choke out weeds). It is easement, so I don't want to spend too much money on it. You never know what the county will decide to do.

What to plant??? Thanks you for your thoughtful answers.

Do the ditches belong to the home owner, developer, HOA, or local government?

This will determine what legal course you can take.
