starting wisteria

I've tried cuttings in spring, summer, and fall in dirt and in water. Is wisteria that hard to propagate?

No, it's considered very easy. If I were you, I'd do a little google-ing, see what you've done differently than what all the various propagation advice sites recommend, and make necessary changes. Post again if there are specific issues you have questions about, and I bet we'll be able to figure something out.

BTW, do you know what type of wisteria you're propagating?

If the Wisteria is easily accessible to you you could try layering instead of cuttings.
