Propagated Dracaena Marginata, 50% of lower leaves now yellowed

I have 2 black thumbs and have managed to keep a dozen dracaenas of different types alive for years. I recently decided to propagate them because they've gotten so tall that they're starting to tip over. I read some instructions and cut them with a sharp saw and put the top half back into the same pot. I added fertilizer and watered. It's now been 10 days and the cut halves (the ones with all the foliage) are suffering. 50% of the lower leaves are completely yellowed and falling off.

Please help?

Sensitivity to fluoride in water.

The fertilizer is not appreciated until there are roots.
