cold greenhouse- dumb question?

I am in Zone 5, with a cold greenhouse. Can I propagate cuttings if I use extra layers of plastic inside, even without heating?

I do all winter but my greenhouse without heat is seldom below 50 degrees. I use bottom heat for cuttings of 70 degrees. Al
