When to take grape vine cuttings?

My grape vines are now in dormancy and I need to know if I go ahead and take the cuttings to root now or right before they leaf out in early spring?

You may take cuttings now..... This I have done (over 500) & they will be rooted by spring.

If you take grapevine cuttings in December, can you just stick them into the ground, or do you need to use rooting hormone?

Also, when is the best time to graft one type of grapevine onto another?
