Let's Show greenhouse roses

Does anyone know the history when, where and and why greenhouse grown roses can not be shown? Why did that rule come about?

Appreciate the direction to that Background information.

I don't know for sure why, but I would think that it would be an unfair advantage to be showing underglass roses, that could be pumped up with Carbon Dioxide and not be bothered by Mother Nature.
