I live in Fort Worth Texas and I was wondering when is the right time that I should transplant miniature roses?

Usually best to transplant in the spring or very early summer when going from pot to garden....

When going from pot to pot, spring and late summer/early fall....

In your area you should not have any problems transplanting them now. I don't think you have the problem of frozen ground...

Spring and fall are good times to transplant. Some folks don't transplant when it is extremely hot (over 90 degrees), but many have to move plants at that time, making sure to keep them watered and under some kind of shade (if possible).

I transplanted some late last September, all are doing well. Watering after tranplant is the critical issue.
