Frontenac in Quebec City?

Hello Canadian gardeners:

I visited Quebec City last June and really loved it! Que Belle!

I would like to know the name of the brilliant pink/magenta rose planted in several places in the old city. I am guessing it is Frontenac, but I can't be sure since none were marked in any way.

Who can help? Merci beau coupe (oh, please excuse my poor spelling)
