Why not to buy cheap roses

I was shorted one rose for the Heritage Rose garden project that I am working on and decided that Topaz Jewel was a good replacement when I saw it offered bare root on a trade.

I cringed a bit when the lady trading told me where she had been buying a good deal of roses, but hoped that it wasn't where Topaz Jewel came from.

Apparently it was as here is TJ:

So now the garden will have to wait until next year for TJ. Anyone know what this rose is?

Oh yeah; I think that's it. I kept looking at it and I was sure I knew this rose but couldn't get it to come to the front of my mind.

This year, no. Great Lakes, but you have to drive to Michigan to get one. Oh, check out Sequoia, but they probably won't ship now.

That looks more like Nearly Wild than Ballerina to me. How big are the flowers?
